Katrina Village Government

Human beings are not born knowing how to govern themselves democratically. They have to learn this skill. The proposed new, small villages can be ideal cradles for democracy. Many Katrina refugees will bring knowledge of how to organize a town council, select leaders and respond effectively to needs and disputes. But some villages may find themselves without emergent leaders. In such cases, outside helpers may be needed to build enough infrastructure for the village to become self governing.
