The Temporary Housing idea is a great one, but it looks like it would take alot of work for a short term solution. We have many military bases in this country that are closed or being closed most of the bases probably have some housing untis on their grounds that could be used. In addition to housing, you may be able to secure some buildings for schools, grocery stores, employment offices, etc. yes, some of the people may need to relocate but if there are jobs available, and housing available, maybe some of these poeple would welcome a "fresh" start in their lives.

I work and live in the Houston area, where this is so close to so many people here and it is really something to see how wonderful the people of this great city really are....

Thanks for your comments, Patricia. I’ll post them on the wiki site. I am actually more concerned about building self-reliant temporary communities than I am about the physical aspects of the housing. I believe your idea will work too. Do you know how to get in touch with people who control access to those bases?
