Katrina Village Resident Agreements
KVillager contracts would be for 3 months at a time and should be renewable for 3 additional quarters except in cases of criminality or severe antisocial behavior.
States and Counties would be required to suspend the usual eviction proceedures in order to accomodate this emergency need to get unevaluated tenants into temporary housing immediately.

Anyone with experience in drafting emergency housing contracts, please add your comments to the bottom of this page. I don't know whether agencies like HUD (Housing and Urban Development) or FEMA (Federal Emergency Management Authority) already have documents appropriate for this type of situation. There's no sense in reinventing this wheel if we can find one ready-made that will meet our needs.
Each adult Village Resident would be required to attend
weekly relocation planning sessions. These would:
- reinforce the fact that the Katrina Village stay is temporary, no matter how comfortable the accomodations or how welcome residents feel. Even if quality of life is better for Village families than what they had before the hurricane, each Katrina Village will disband within one year.
- insure that those who entered into their Katrina Village contract while they were under duress understand the responsibilities and limitations they have agreed to.
- structure the planning process for those finding it difficult to get started.
- support Villagers' efforts to evaluate and deploy their remaining assets, if any.
- facilitate contact between Villagers and family, relatives, friends and former neighbors in order to extend and validate asset evaluation.
- expose Villagers to opportunities they may not be aware of.
- link those who want to explore staying in the Village locality to long-term job and housing resources.
- strengthen analytical and planning skills when they are weak or absent.
- alert Village government and counselors when individuals are unable to participate in relocation planning for themselves. This may happen when an individual is in poor physical or mental health, severly traumatized, drug-addicted, depressed, hopeless or criminally oriented.
